Lets assume you lack clothing.

If you don`t have clothes, you`re cold.

(So...)

=> You need to buy clothes.

(To do that...)

=> You need to have money.

(You have no clothes - how can you have money? )
(So...)

=> You need to earn money

(How can you earn money with no clothing, no resources, except for a keitai email account?)

=> You use what you got.


This excellent Western reasoning is apparently alien to Japanese authorities.
